Alien Registration

Foreigners who intend to live in Japan must register as aliens. Foreigners must register in person at the City Office Citizen's Division or the Citizen's Affairs, Health and Welfare Division of your nearest City Office branch office. However, should the applicant be under 16 years old, or due to illness or physical handicap unable to appear in person, a family member older than 16 who lives in the same household can register on behalf of the applicant. In that case, please contact the Citizen's Division for details. |

Notification of changes in registered items
Any change of your address, name, nationality, occupation, status or period of residence, the name or address of your place of employment or office must be notified to the Citizen's Division within 14 days from the change. |

Reissue
In the event of loss, theft, or damage, you must report it to the police. The police will provide an acceptance number (Juri-bango). You must then notify the Citizen's Division within 14 days presenting your passport, two photographs (meeting the requirements for new registration), and the acceptance number provided by the police. |
Renewal
All registered foreigners over 16 who are permitted to stay in Japan over 1 year must renew their registration every 5th birthday. Present the Citizen's Division with your passport, two photographs (meeting the requirements), and your alien registration card to complete the procedures within 30 days from the date stated on your certificate, or if you become 16 years old, within 30 days from your 16th birthday. |
Extension of Stay
Foreigners wishing to extend their stay must complete the necessary procedures at the Immigration Bureau. If you are permitted to extend your stay, notify the Citizen's Division presenting your passport and your alien registration card. |
Returning
Foreigners registered in Japan who
leave the country without a re-entry permit must
return their alien registration card to the immigration
official at the airport or the port of departure. Also, in the event of the acquisition of Japanese nationality or death, the alien registration card must be returned to the Citizen's Division within 14 days. |

Notification of Marriage
If you get married in Japan, please submit a marriage notification to the city office. As marriage requirements vary from country to country, so do the necessary documents. (Please contact the Citizen's Division for more information) ※The laws regarding the change of names depends on the county so please contact the embassy or consulate general of your country. ※If you get married and change your household head, please also change it in your alien registration. |

Personal Seal

In Japan personal seal are used as a signature when signing contracts etc. There are two types of personal seals: Jitsu-in, which is registered at the City Office, and Mitome-in. The Jitsu-in is used for important contracts or legal documents, while the Mitome-in is used for day to day documents such as receipts. Jitsu-in must be the same name as that which appears on your alien registration card. For example, if your name is written in Latin alphabet, so must your name on your seal. Some kinds of seals cannot be registered as Jitsu-in; please contact the Citizen's Division in such cases. ※First names and middle names can be in initials (for example: W. A. Harrison). |
Seal Registration
To register your Jitsu-in at the city office, please take your alien registration certificate and the seal you wish to register to the Citizen's Division. After successful completion of the registration, you will receive a seal registration card (inkantoroku-sho). Please keep this card safe and do not lose it. |
Issuance of the seal registration certificate (inkantoroku-shomeisho)
If you make a big purchase like a house or a car using your registered seal, you may need a seal registration certificate (inkantoroku-shomeisho). This is a document that proves that the registered seal is yours. To receive it please take your seal registration card (inkantoroku-sho) and your certificate of alien registration to the Citizen's Division. |

Most of the public services for our daily lives are paid from tax and therefore, foreigners living in Japan are also obliged to pay tax. The followings are the major taxes. |
Income Tax
The income tax is levied on all the income earned over a period of 1 year (January 1 - December 31 each year).
Under the self-assessment system, income and tax for one year are calculated and an income tax return is filed
voluntarily at the Tottori Tax Office between February 16 and March 15 the following year. However, wage earners whose tax is adjusted in December by year-end adjustment at their place of employment are not required to file an income tax return. Progressive rates of tax are applied according to the amount of taxable income. Please note: Certain countries have signed an international treaty with Japan relating to tax. Municipal tax and prefectural tax
Persons residing in Tottori City as of January 1 who had an income for the preceding year
are obliged to pay prefectural and municipal tax. Income for the previous year must be declared between
February 16 and March 15. However, wage earners subject to year-end adjustment at their place of employment are not required to declare their income. Persons who are leaving Japan are also obliged to pay the tax. Such persons are required to pay the tax before leaving Japan. Furthermore, national health insurance premiums are assessed on the basis of tax returns. Persons eligible for reduced insurance premiums will forfeit their reduction if they do not file a tax return, irrespective of whether they have any income or not. |
Motor vehicle tax and light motor vehicle tax
The motor vehicle tax and light motor vehicle tax are levied on persons who possess automobiles, light automobiles, or scooters as of April 1. When the tax notice is sent to you around May, please pay the tax at a financial institution. |
Fixed Assets Tax
The fixed assets tax is levied on persons who possess land or houses as of January 1. When the tax notice is sent to you around the mid May, please pay the tax at a financial institution. |
Consumption Tax
5% consumption tax is levied on goods and services. Although the selling prices of almost all the goods or services include the consumption tax, please be aware that some do not. |
