Hospitals and clinics provide medical
consultation and treatment. Consultation hours may
vary depending on the individual hospital or clinic but
most of them are closed on Sundays and on national
holidays. Please check the departments and consultation
hours of your nearby hospital or clinic to be prepared. Since hospitals/clinics may not be prepared to offer services in foreign languages it is advisable to take a Japanese speaking person with you. Medical fees are the same at every hospital. Please enroll in a medical insurance program as soon as possible to avoid the heavy burden of medical expenses. |
In the event of an emergency at night or on holidays
If you suddenly get ill on a Sunday, a national holiday or at night, please contact one of the designated hospitals or clinics, which are listed in the newspapers or the City News (Shiho). You can also contact the emergency hospitals listed below. If you need an ambulance, please dial 119 or 0857-23-2301 (fire station). |

Medical Insurance

The medical insurance system works on the principle of subscribers paying premiums according to their income in order to be able to meet any medical expenses in the event of illness or injury. Medical insurance covers not only the insured, but also their family. Medical insurance taken out abroad is not valid in Japan. |
National Health Insurance
Foreigners who have completed the alien registration formalities and intend to stay in Japan for more than 1 year for purpose of work or study, and who have not joined their company’s medical insurance program, are obliged to subscribe to the national health insurance program. The necessary formalities can be completed at the City Office Health Insurance and Pension Division. |
Insurance Certificate
One insurance certificate (insurance card) is issued per household. It has to be presented at the hospital or clinic when receiving treatment. Please carry it with you when travelling in Japan. |

Long-term Care Insurance (kaigo-hoken)

Long-term care insurance system is managed by the city office as an insurer.
Among those who have finished alien registration, people in the permanent
residency status, people who have resided in Japan for more than 1 year,
or people who will be staying in Japan for more than 1 year are required
to enroll in Long-term Care Insurance. In this system, people over 40 pay
the premiums and can use the care services by paying 10% of the cost when
certified as needing care. The insured are divided into 2 types: Type 1 insured persons (people over 65) and Type 2 insured persons (people from 40 to 64). The method of paying premiums differs from the Type 1 and Type 2. |
You need to be certified as “needing care” or “needing support” in order to use the Long-term Care Insurance services.
Process of obtaining care service:
Application | The application must be made in
person or by a family member at the Senior Citizens' Division
in the South-side Train Station Office Building or at the Citizens'
Affairs, Health and Welfare Division in the respective Tottori City Branch Office. The application can be made on behalf of the person in question by the designated in-home long-term care support provider or the long-term care facility where the insured is treated. |
Accreditation | 〔Accreditaion survey〕 A survey official from Tottori City Office will visit the home of the applicant, examine his/her physical and mental conditions and prepare a survey report. 〔Statement from the family doctor〕 The family doctor of the applicant prepares a written statement. |
Evaluation | 〔Care Evaluation Committee〕 Based on the survey report and the written statement a care evaluation committee will compile and submit a recommendation to Tottori City Office whether the applicant is in need of long term care or how much care will be necessary. |
Certification | Based on the committee's recommendation
the applicant will be certified as either "not in need of support or care",
"requiring help" (level 1-2) or "requiring long term care" (level 1-5). If classified as "not in need of support or care", the applicant is not eligible for long-term care service. However, it is possible to use Tottori City's welfare service. |
Care plan | Considering the physical and mental condition of the applicant as well as the family members' requests, in-home long-term care support providers will prepare a nursing care service plan. |
Care Services | Nursing care services are provided and 10% of the cost incurred is personally borne. |
